I asked Noizomi Entertainment the question during the livesteam announcing the Kickstarter for Emma A Victorian Romance. I believe it was during Anime Expo in July. They asked on twitter what we wanted in the special edition, and announced in it they would include a version with the original dub. That is just in their special edition. My best guess is the earliest we could see it would be in February.
I believe though that March to June would be the more accurate range with July being the latest. I hope its sooner since I do love Gundam Seed becuase it is my favorite in the series.
Stephanie Sheh actually oversaw production for the dub, and is voicing Lacus Clyne. I am unsure about how the new cast will do compared to the old cast. I do like Sheh so I look forward to her performance. The best advice I can give you to stay up to date is to follow Nozomi Entertainments twitter for news about it.
